FIND AN EXPERT TO PREPARE AN EXPERT OPINION IN THE NEW GREEN SAVINGS PROGRAMME
Compliance with the conditions of the Programme must be documented by an expert opinion prepared by an authorised person. The expert opinion consists of two parts - project documentation and energy assessment.
The project documentation may only be prepared by persons with the appropriate authorisation under Act No 360/1992 Coll., on the exercise of the profession of authorised architects and engineers and technicians active in construction, as amended, who are members of the Czech Chamber of Authorised Engineers and Technicians (ČKAIT) or the Czech Chamber of Architects (ČKA). The lists of authorised persons are published on the websites of ČKAIT and ČKA.
Only an energy specialist with the appropriate authorisation to prepare energy audits and assessments may prepare an expert opinion. The list of energy specialists is available on the website of the Ministry of Industry and Trade.
On the website of the New Green Savings Programme, you can find sample contracts between the applicant for support and the expert report preparer. The scope of the expert opinion and other conditions for its preparation can be found in Annex II/10 of the Ministry of the Environment Directive No. 2/2015.
DISCUSS THE BUILDING PLAN WITH THE RELEVANT BUILDING AUTHORITY
Discuss your building plan (based on an expert opinion) with the relevant building authority. If necessary, modify the expert report in cooperation with the expert report preparer on the basis of the requirements of the building authority.
FILL IN THE TECHNICAL DATA SHEET IN COOPERATION WITH THE EXPERT EVALUATOR
After the start of the acceptance of applications under the New Green Savings Programme, the deadline for which is set in the call for applications, make an electronic registration of the application for support in the information system available on the programme's website.
For the correct electronic submission of the application, you will need the data from the expert opinion, which are entered in the technical data sheet. It is not possible to submit an aid application without knowing this data, which is used to determine the aid amount.
The information system continuously monitors the current state of exhaustion of funds for a given Call for Applications and the allocations for each support area within the Call for Applications. In the event that the funds are exhausted, the information system will alert you that the application for support can no longer be submitted.
If you do not have an electronic device for submitting your aid application yourself, please visit one of the regional offices where you will be able to submit your aid application electronically.
FILL IN THE ONLINE APPLICATION FOR SUPPORT

DELIVER THE AID APPLICATION TO THE FUND, INCLUDING THE REQUIRED ANNEXES, IN PAPER FORM
After successful registration of the application for support in the information system, print and sign the documents generated by the system and deliver them to the Fund together with other attachments within 8 calendar days from the date of electronic registration.
For example:
signed aid application form (generated from the information system)
technical data sheet with a bill of quantities certified by an energy specialist
A title deed not older than 90 days, a declaration of consent from the other co-owners of the property with officially certified signatures
(only if your family house has more than one owner - also to be submitted in the case of joint ownership)
power of attorney with certified signatures (only in case of representation by a third party)
expert opinion prepared by a designer and an energy specialist
Proof of consultation of the building plan with the relevant building authority

INSPECTION OF THE APPLICATION BY THE NEW GREEN SAVINGS FUND
The Fund will carry out a check of the application for support under the New Green Savings Programme and its annexes. The check is carried out for formal correctness and completeness and then for factual correctness.
If deficiencies are found, the Fund will ask you to remedy them in writing, only once at each step of the check. The Fund will give you a reasonable period of time to remedy the deficiencies.
If you do not remedy the deficiencies within the time limit, the further administration of your aid application may be terminated.
THE DECISION TO GRANT AID UNDER THE PROGRAMME
If your application for support is not deficient, it will be submitted to the Fund Council for consideration and then to the Minister of the Environment for a Decision.
You will be informed of the Decision in writing in the form of a Notice of Decision to Grant Support or a Notice of Decision to Refuse an Application.
ARRANGE FOR PROFESSIONAL TECHNICAL SUPERVISION OF THE BUILDER
Since the implementation of the measure will be co-financed from public funds if the aid is granted, it is your responsibility to ensure that the builder has expert technical supervision over the construction.
A model contract with the builder's technical supervisor is available on the programme's website.
CHOOSE SPECIFIC MATERIALS, PRODUCTS AND SUPPLIERS
Based on the design of the individual measures in the expert opinion, choose specific materials, products and their suppliers.
Only materials, products and/or technologys listed in the List of Products and Technologies must be installed during the implementation of the measure (not applicable to support area B).
Please note that the selected products and materials must meet at least the parameters listed in the expert opinion, otherwise it will be necessary to provide an updated expert opinion when submitting documents proving the implementation of the measure, which will prove that the conditions of the New Green Savings Programme for granting support are met.
The implementation of the measure must be carried out only by a person listed in the List of Professional Contractors who meets the expertise required by the type of supported measure and other conditions for entry in the List of Professional Contractors (not applicable to support area B).
The List of Products and Technologies (SVT) and the List of Professional Suppliers (SOD), including model contracts between the applicant for support and the supplier, are available on the Programme's website.

IMPLEMENTATION OF MEASURES
Implement the construction plan according to the approved expert opinion. You must complete the implementation no later than the end of the validity period of the Decision granting the aid.
The period of effectiveness of the Minister's Decision is always indicated in the Notification of the Decision on granting support under the New Green Savings Programme.
FINAL EVALUATION OF THE APPLICATION
Prove to the Fund the proper completion of the implementation by submitting the documents specified in Annex II/9 of the MoE Directive No. 2/2015.
The Fund will check the documents submitted and, in case of any deficiencies found, will invite you in writing to remedy them. The Fund will give you a reasonable period of time to remedy the deficiencies.
If you do not remedy the deficiencies within the time limit, further administration of your application for support may be terminated.
AID CONTRACT
If the Fund evaluates the application as faultless and properly implemented, it concludes the Support Agreement with the applicant.
This contract shall contain, in particular, a description of the measures to be implemented, the conditions under which the aid is granted, the maximum amount and form of the aid, the purpose of the aid, the time limits and method of disbursement of the aid, the time limits and conditions for the repayment of funds withheld or unduly disbursed, and the grounds for withdrawal from the contract.
Once signed, deliver the contract back within 30 calendar days of receipt of the contract.
PAYMENT OF SUBSIDIES FOR INSULATION
The Fund will make the payment of the subsidy for house insulation to your bank account within 90 days from the date of conclusion of the Support Agreement.
