We are aware that not everyone has enough financial reserves for expensive building modifications, which is why we have prepared support for quick and easy measures that are easy to implement, can be done by yourself and will bring immediate savings. The NZÚ Light program is an important part of the Tame Energy campaign. Together with established price ceilings and a widely available housing allowance, it will help manage the energy crisis even for the most vulnerable," says Minister of the Environment Marian Jurečka.
New Green Savings Light will offer financial assistance for easy-to-implement modifications and partial renovations of family houses up to 150,000 crowns. The insulation of the facade, roof, ceilings, floors and the replacement of windows and entrance doors will bring an immediate reduction in energy consumption for heating.
"The New Green Savings Light will be there for those who cannot get subsidies from the New Green Savings, i.e. for pensioner households and for families that receive a housing allowance," adds Minister Jurečka. Unlike "classic" New Green Savings, applicants do not need any initial investment, they can receive money in advance before starting work, and the total amount of the subsidy can reach up to 100% of direct implementation expenses.
"The new green Light savings will allow even people without financial reserves to insulate their houses so that they do not lose heat unnecessarily. We will support measures that can be done in hours, days at the most, such as insulating roofs, ceilings or floors with blown-in insulation or replacing windows and front doors. The consumption of electricity and gas for heating will be reduced immediately, the financial savings will be noticeable and, above all, permanent," says Petr Valdman, director of the State Environmental Fund of the Czech Republic, adding that the support is set up in such a way that it is possible to apply only for partial measures such as replacing windows , but at the same time combine the measures with each other.
The new green savings Light will be financed from the Modernization Fund. In the HOUSEnerg program, 1.5 billion is earmarked for a pilot project to help households with lower incomes. In the first stage, roughly 10,000 households are expected to be supported. If interest grows, the Ministry of the Environment is ready to increase the funds.
"We will pay the money to the households in advance, they can start the implementation themselves or find experts. Administration is simple, without the need to submit project documentation and energy assessments of buildings. Our goal is to support the rapid insulation of as many family and permanently occupied holiday homes as possible, so that the financial savings of vulnerable households can already be seen in this heating season," adds Petr Valdman.
The MoE together with the Ministry of the Interior and the SFŽP of the CR are preparing a robust advisory network including local action groups (LAGs) and municipalities, EKIS, labor offices and social services with the aim of providing the widest possible range of households with the necessary information and helping to effectively draw subsidies for cost-saving measures. The assistance will focus mainly on applicants from the ranks of the elderly and households with lower incomes and will include assistance throughout the entire process from application submission to documentation of implementation. Intensive counseling is already running on a pilot basis in the Opava Region, preparations are being made to involve MAS and municipalities in South Bohemia and South Moravia. The goal is to further expand this advisory network. From November, the SFŽP CR will also be training all these involved entities so that they can provide qualified advice.
Public awareness will also help support the ongoing Taming the Energy campaign, which communicates with the public using the web portal of the same name. Households can also find information at the regional branches of employment offices, and social service workers will also undergo training during November.
